Council moves projects forward with votes

LE MARS — The Le Mars City Council opened its July 19 meeting by holding two public hearings.

The first hearing was for the 2022 Le Mars Alley Improvements Project.

The project would remove and replace the alleys south of Plymouth Street (Pizza Ranch to Le Mars Area Dialysis) and the alleys north of Plymouth Street (Brown’s Theatre to Century 21), on the west side of Central Avenue.

No one from the public addressed the council on the project.

Bids for the project would be due at 10 a.m., Aug. 15, with the council awarding the bid on Aug. 16. A completion date of June 30, 2023, has been set.

Council member Clark Goodchild said he wanted to make sure that if an alley was started, it must be completed in the same season. The representative from Beck Engineering, Inc., was at Tuesday’s meeting and said that stipulation is included in the specifications.

The estimated project cost is $257,916, and is to be funded by Road Use Tax dollars.

The council unanimously passed the resolution on plans, specifications, form of contract, and cost estimate for the 2022 Le Mars Alley Improvements Project.

The second hearing was to hear public comments on plans, specifications, form of contract, and cost estimate for the 2022 12th Street SW PCC Overlay Project. The project extends from Central Avenue to Sixth Avenue Southwest.

The anticipated schedule is an Oct. 18 bid letting by IDOT; council awards bid on Nov. 1; a start date of June 1, 2023, with a completion date of July 31, 2023.

The $787,329 total cost of the project is to be paid by $465,200 in STBG Funds and $322,129 in Local RUT Funds.

No one from the public was present to make a comment.

City Administrator Jason Vacura said letters have already gone out to all property owners on that street letting them know of the project and the what is affected on their property. Since the houses on that section of 12th Street are served by a rural mail carrier, they will need to make arrangements for receiving their mail, he noted.

The council unanimously approved a motion to adopt a resolution on the plans, specifications, form of contract, and cost estimate for the 2022 12th Street SW PCC Overlay Project.

The council also approved the Federal-Aid Agreement for the Surface Transportation Block Grant Project - 2022 12th Street SW PCC Overlay Project on a unanimous vote.
