The hearing will be held at the Education Service Center, 940 Lincoln St. S.W. and provides district residents an opportunity to address the board about the resolution.
The board is considering participating in the instructional support program for a period of five years, as provided in Iowa Code, starting with the fiscal year ending June 30, 2010. The money would be used for the district's 2009-10 school year.
The resolution calls for an asking of money through an instructional support levy (ISL) not to exceed 6 percent of the district's total regular program district cost for the budget year.
The resolution also states the instructional support program will be funded by instructional support state aid and a combination of instructional support property tax levied annually and an instructional support income surtax not to exceed 3 percent to be imposed annually on the state individual income tax of each individual income taxpayer resident in the school district.
Two previous attempts to implement the instructional support program failed when district residents petitioned to bring the issue to a vote. The issue was defeated in March and again in September. Those resolutions stated the board would ask for funds not to exceed 10 percent of the district's total regular program district cost.
The proposed resolution scales that back to no more than 6 percent.
The money raised through the ISL would help cover the school district's general fund expenses like teacher and staff salaries, textbooks, supplies, utilities and fuel for the transportation fleet.

What happens if this doesn't pass the 3rd time? Do we go for a 4th? 10th? How much have we already spent trying to get this to pass twice?
I don't know why the school board is calling for a third vote. These members are voted into office by the people of the Le Mars school district. Their job is to represent their constituents, a job they are not doing. They are misrepresenting the people that voted them into office. The board members are doing this by not listening to what the people said in the previous two ISL votes. It really doesn't matter what the vote is for, these elected officials need to respect the wishes of the people they represent. The people of Le Mars have spoken, board members please listen!
On a related note: the city has had to make cuts in their budget and staff. I hate to see anyone lose their job. Having said that, we still must live within our means. Which is EXACTLY why the school board must not attempt to waste tax payer dollars by forcing this ISL to another vote.

We are in the midst of a huge recession in this county! Raising taxes at this time is not the way to go. Especially if it is forced on us.
This is starting to feel like being bullied. If the school board doesn't get it's way, it will continue until it is their way!
Kudos to our city administration to have the for-sight to see that things aren't going to be so good down the road and starting to cut back now instead of waiting until it is too late. I would hope LCHS administration would do something similar.
oh, PLEASE. So we're just going to keep going with this? There was a reason it was voted down TWICE already. Because the taxpaying majority does NOT WANT IT. STOP. We need new people in school leadership.

I bet there will be openings for Board Members come next election...if we need new school leadership maybe you are the one who can step in and save the day or maybe you can garner the eight years of higher education required by state code to be a superintendent...oh, PLEASE...take the initative so the public at large can lamblast you!
