Raymond was elected to the one year term by his fellow County Attorneys at the Fall Conference of the ICAA held in West Des Moines, Iowa, November 9-12, 2008.
"He's respected across the state for his talents," said Corwin Ritchie, the ICAA Executive Director. "That's why he was elected. We are looking forward to a year with his leadership."
As president, Raymond will chair meetings of the board of directors for the ICAA and he will lead ICAA's efforts to improve criminal justice in the state of Iowa, according to Ritchie.
"We do training and education for county attorneys across the state and we work on legislative issues to improve criminal laws, public safety and victim protection," Ritchie said.
Raymond previously held the positions of president elect, vice president and secretary/treasurer on the Board of Directors of the Association.
He has served on Legislative Committee for many years and was chairman of the committee in 2008. Additionally, Raymond is the ICAA representative on the Iowa Domestic Violence Death Review Team which he co-chaired from 2004-2006 and serves on the Criminal Justice Information Services board for the State of Iowa.
Raymond has worked with his fellow county attorneys in Iowa over the past ten years as they designed, developed and implemented criminal justice case management software for Iowa prosecutors and the Iowa Attorney General's office. He has served as chairman for that effort since 2004.
