Council delays action on bumpy downtown intersection

"We've cut $700,000 from the budget, reduced services, cut back on books for the library, and eliminated some mowing of city properties, and cut people's jobs. If we don't have the money, we don't do the project," Le Mars City Councilman Rex Knapp said Tuesday referring to repair of the Plymouth Street/Central Avenue intersection.

Knapp's comments came following the council's decision to delay work on that corner after reviewing four repair options presented by David Wilberding, Professional Surveying Services, Le Mars, Tuesday.

Decorative brick pavers, installed in 2005, have deteriorated, making a rough ride at that corner for Highway 3 and Central Avenue traffic, thousands of cars daily.

"Unless the money's there," Knapp added, "I'm not for taking on any new projects."

The council's decision to delay work was pending the review of available road use tax monies.

Use of the road use tax funds, collected by the state on gasoline sales, are currently being eyed as most appropriate funding for the repair without additional property tax funds.

The four options for redoing the intersection, ranging in cost from $37,468 to $83,380, offered several alternatives: color-topping with all decorative brick pavers removed - $47,490; color-topping with all pavers with exception of those bordering curbs removed - $37,000; full depth repair and all bricks removed, colored concrete - $54,979, and intersection removal and replacement, all bricks removed - $83,380.

A non-varying increment in all proposals is a $7,500 traffic control device needed for Iowa Department of Transportation (DOT) compliance for Highway 3's routing at the intersection.

Wilberding said initial talks with state DOT officials indicated their acceptance of proposed 9" concrete suggested for options three and four.

Council Member Delana Ihrke asked whether the DOT would consider assisting in funding for the intersection repair. City Administrator Scott Langel, present at the meeting, said he would contact the DOT with regard to the financial assistance.

Langel told the council, meanwhile, that if council members failed to reach agreement on the repair proposals, "some spot repair maintenance, with hot-mix asphalt," would be necessary at this time at an estimated cost of "between $2,000 and $3,000."

"It's like someone who has a leaky roof and no money to hire someone to get it fixed," Councilman Knapp said of handling the project. "What does he do? He gets out the mop and buckets until he has money to pay for it."

I moved from LeMars just after the uptown had those brick installed. I knew just by looking at them they were the wrong kind of bricks( edges were sharp not beveled)and totally wrong way of installing them. Even a lay person could see that. Now the intersections are way beyound repair. Who's at fault? Does that really matter anyway as the bypass is driving people away from the downtown. LeMars soon will be a ghost town.

My understanding is that the brick pavers were not installed by a qualified contractor to start with. Which reflects back on the city goverment for also not being qualified to do there job. Incompetence breeds more incompetence

Not surprised at all to hear that Le Mars does not have the money to repair the "traffic hazard".

Whom-ever voted to do the brick modified intersection, is to be held accountable. Oh, but its easier to look to the Iowa DOT for financial help?? Yep, teach our children....that its ok to make irresponsible decisions, as someone will always come to their rescue and make it all better.

Hey Knapp, you get your leaky roof fixed one way or the other before mold sets in and you have to replace the whole roof. I see no logic in your statement.

This issue of spending has been brought up so many times it gets old real quick. We have been through this with how the city waist money. It doesn't do any good to complain cause they are not going to do anything about it. We are the ones that pay these people and I think they forget that. They take it for granted like a lot of people with power do. And the funny thing is everytime you have a problem with what they are doing they always refer you to talk to someone else.. Love the power but not the responsibility. But make sure you get that raise!!!!!!!!

I am curious to see if the community will raise an up roar about the city spending our TAX money on fixing the street corner which was a big joke in the first place. everyone is to busy acting like children in regard of the new tax for our children s future. Will anyone say anything about what the city is doing with our money????????????

Whoever thought of the bricks should have to pay for it themselves. Didn't we just give Langel a big raise? He should pay for the mess.
