LBIC gets city land project reimbursement

The City of Le Mars is reimbursing the LBIC for costs of two economic opportunity activities the corporation said "do not fit" under the current development agreement between the LBIC and the city.

Both projects, Le Mars Business Initiative Corporation's (LBIC) Neal Adler said, took place with prior knowledge of the city. City council members at their Tuesday session complied with the reimbursement request totaling $32,771 for the purchase of land for the 27th Street Southwest right of way ($17,400), the payment of a temporary construction easement adjacent to 27th Street ($3,541), and an economic development grant to BoDeans Baking Holding Co. ($11,830).

City officials have indicated that $20,941 of the total reimbursement will be "expensed" through the Le Mars Industrial Park Second Addition, with the remaining $11,830 through the Killeas Industrial Park.

Both expenditures, they said, will be returned to the city through sale of city lots or Tax Increment Financing revenues should there be insufficient lot sales.

Council members have also approved the acceptance of $261,240 in Federal Aviation Administration grant funds for work with last year's runway expansion project at the Le Mars Municipal airport. The money comes from previously acknowledged entitlement funding and from money initially allotted to the City of Waverly choosing to share the funds when a local project in that community was not completed.

Receiving council approval as well Tuesday was the final plat and rezoning from rural to residential district for Koopman's First Addition, based on the recommendation of the City Planning and Zoning Commission. One lot, along 14th Avenue East, north of Ridgewood Drive is included in the addition already annexed into the city.

Council members in other action also agreed to a Le Mars Area Chamber of Commerce request for street closings for Ice Cream Days Events June 13-14. Street closings for June 13 include First Avenue West from First Street South to First Street North for the 3-on-3 basketball tournament. June 14 closings include First Avenue Northeast from the Postal Playhouse to the Fire Station and First Street Northeast from the east end of the Olson Cultural Event Center to Central Avenue.

A Class C Liquor License approval was granted to the Fraternal Order of Eagles and Archie's Waeside as well as the renewal of a Class B Beer Permit for Pizza Ranch. A Knights of Columbus request for an outdoor service area at its location for an Ice Cream Days dance June 14 received similar approval.

New appointments finalized by the council included naming Patty Sitzmann to the Park and Recreation Committee to replace retiring Robb Bixenman, and adding Mayor Dick Kirchoff to the Le Mars Communications LLP Committee.
